Adds an iKuai native package layout for rtp2httpd. It uses scripts/start.sh and scripts/stop.sh instead of Docker Compose, includes manifest/readme/changelog, package config, Web option metadata, UI assets, and a build script that injects the release binary and icon into the generated .ipkg.
This gives iKuai users a native install path while keeping generated dist output ignored.
Validation: ran jq on manifest.json and option.json, ran sh -n on package scripts, generated rtp2httpd-3.12.2-x86_64.ipkg, checked the archive for Docker/macOS metadata, and verified the packaged app.png matches web-ui/public/assets/icon.png.
